Until this fall, a glass of wine at Cafe Hollander or a pint at Draft & Vessel had to be finished inside before you walked back out onto State Street. One week from today, on Thursday, Oct. 29, that changes for three hours a night. From 5 to 8 p.m., you can carry a drink in a stickered cup from a Village bar into Tabal Chocolate or The Flannel Fox and back out to the sidewalk.
Sip Thursdays is the first piece of a bigger change in how the Village spends late fall and the holidays. This year the Wauwatosa Village Business Improvement District is using the streets themselves as the venue. Its weekly series runs on the sidewalks and through the shops. Its new Christmas Market leaves a parking lot and closes part of Harwood Avenue. The two meet on one Thursday in December.
The rule behind the cup
In July, the Wauwatosa Common Council adopted ordinance changes creating "temporary designated outdoor refreshment areas," shortened to TDORA. Under the new rules, a special event with a permit can allow alcohol on public sidewalks, in crosswalks and inside retail shops, all places where drinks were off limits before.
The council approved three areas where these permits can be requested. They are Wauwatosa Village, East Tosa along North Avenue from 60th to 76th streets, and Midtown along North Avenue from 80th Street to Swan Boulevard. Sip Thursdays is the first event to use one of them. The Village BID calls it a "social district" and says Wauwatosa is the first municipality in Milwaukee County to allow this. Several Wisconsin cities, including Green Bay, Janesville, Manitowoc, Neenah and Oshkosh, already allow social districts downtown.
"We are so excited to be the first to bring this concept to Milwaukee County," Village BID director Maria Panno said in the release, as reported by Tosa Forward News.
The setup is simple. Buy a drink at a participating bar or restaurant and ask for it in the special Sip Thursday to-go cup. According to the BID's release on Urban Milwaukee, the cups are shatterproof plastic with TDORA-compliant stickers. Admission is free.
Where the cup can go, and where it can't
The zone is small, a few blocks around the heart of the Village. That keeps it walkable. The BID's release describes it this way:
- Harwood Avenue from just north of Wauwatosa Avenue, on the south side of the Menomonee River, to Harmonee Avenue
- Underwood Avenue between State Street and Harmonee Avenue
- State Street between Harmonee and Wauwatosa avenues
- Wauwatosa Avenue between Harmonee and State streets
The BID's Sip Thursdays page has a map with the zone marked in red. That map is the boundary that counts on the night.
Ten places will sell drinks in the cups. They are Arté Wine and Painting Studio, Village Cheese Shop, Lucky Joe's, Draft & Vessel, Le Reve Patisserie & Cafe, The Ruby Tap, Buckatabon, Ristorante Bartolotta, Cafe Hollander and North 48. North 48 is the newest of them. According to Tosa Forward News, it's a bar going into the former Little Read Book space at 7603 W. State St., with Jordan Cole as owner-operator. The BID lists it as tentatively slated to open in November, so it may not be pouring until a few Thursdays into the series.
Eight shops are on the list of places you can walk into with your drink. They are The Flower Lady, Mooi, The Flannel Fox, Tabal Chocolate, Little Geese Shop, Shop Privy, Salamander and Studio Ric Rak, which notes that its hours may be limited. The BID says shops will stay open until 8 p.m. on Sip Thursdays, which matches the end of the drinking window.
Seven Thursdays, each with a theme
The series runs every Thursday from Oct. 29 through Dec. 17, except Thanksgiving. Each week has its own drink and retail specials built around a theme.
| Thursday | Theme |
|---|---|
| Oct. 29 | Old Fashioned Night |
| Nov. 5 | Fall Harvest Vibes |
| Nov. 12 | Sparkle & Stroll |
| Nov. 19 | Friendsgiving |
| Nov. 26 | No event, Thanksgiving |
| Dec. 3 | European Holiday Market |
| Dec. 10 | Village Gift Guide |
| Dec. 17 | Procrastinator's Workshop |
The themes follow the holidays. The early weeks lean on fall drinks. The last two are about shopping, ending with one aimed at people who still have gifts to buy eight days before Christmas. The BID says the featured drinks and in-store specials for each week will be posted on its page as they're set.
The theme to circle is Dec. 3, European Holiday Market night, which falls during the Village's new Christmas Market on Harwood Avenue.
The Christmas market moves off the parking lot
For years, Tosa's December market was the Christkindlmarkt in the Harts Mills parking lot, where the Tosa Farmers Market sets up in summer. It was last held in 2024. In August 2025, heavy rain overwhelmed storm sewers and pushed the Menomonee River over its banks. Some Village businesses were still recovering that fall, and the 2025 market was canceled, as the Milwaukee Journal Sentinel reported. The annual tree lighting went ahead anyway.
This year the Village BID is hosting a new Village Christmas Market from Wednesday, Dec. 2, through Sunday, Dec. 6. It's set up on Harwood Avenue between State Street and Wauwatosa Avenue, in the middle of the Village north of the railroad tracks, and that stretch of Harwood will be closed to traffic. The heated beer hall from the old market comes back as a holiday beer hall tent in Root Common, the public park at the corner of Harwood and Wauwatosa avenues.
According to Tosa Forward News, the market will have live music, artisan vendors, visits from Santa and a menu built around crepes, pretzels, potato pancakes, flammenkuchen, sausage, German beers, mulled wine, spiked cider, seasonal cocktails and hot chocolate.
The market's hours change by day.
| Day | Market hours |
|---|---|
| Wednesday, Dec. 2 | 4 to 9 p.m. |
| Thursday, Dec. 3 | 4 to 9 p.m. |
| Friday, Dec. 4 | Noon to 10 p.m. |
| Saturday, Dec. 5 | 10 a.m. to 10 p.m. |
| Sunday, Dec. 6 | Noon to 8 p.m. |
The move puts the market right in front of the shops and restaurants on the Sip Thursdays list, inside the same blocks as the social-district zone.
Dec. 2 and 3, hour by hour
The first two days of the market line up with three other events. Here's how they fall:
- Wednesday, Dec. 2, 4 p.m. The Christmas Market opens on Harwood Avenue.
- Wednesday, Dec. 2, 5 p.m. The Tosa Village Tree Lighting.
- Thursday, Dec. 3, 4 p.m. The market reopens and the Tosa Cookie Trail starts. The trail is listed for 4 to 7 p.m.
- Thursday, Dec. 3, 5 p.m. Sip Thursdays begins its European Holiday Market night and runs until 8.
- Thursday, Dec. 3, 9 p.m. The market closes for the night.
The Cookie Trail is the one that takes planning. Tickets went on sale Tuesday, Oct. 20, at 10 a.m. through the BID's online shop. You reserve a cookie box and pick a check-in time. On the day, you check in at the Wauwatosa Historical Society's Little Red Store, 7720 Harwood Ave. Each box holds a dozen treats. The listed contributors are Black Twig Bakery, Breadsmith of Milwaukee, Buckatabon, Cafe Hollander and Tabal Chocolate.
Between 5 and 7 p.m. on Dec. 3, all three events are running at once on the same few blocks of Harwood Avenue. Buckatabon, Cafe Hollander and Tabal Chocolate are on the Cookie Trail, and all three are also on the Sip Thursdays list. Root Common, home to the beer hall tent, sits at the Wauwatosa Avenue end of the market.
Before you go on the 29th
The first Sip Thursday is Oct. 29, Old Fashioned Night, from 5 to 8 p.m. It's the lowest-key way to try the new rules before the December crowds. Ask for the cup when you order, keep the drink inside the zone on the map, and know that the shops on the list stay open until 8.
Rules for drinking in public are set by the city's ordinance and by each event's permit, and they can vary by event and location. This post is general information, not legal advice. Before you carry a drink outside, check the current rules on the BID's Sip Thursdays page and in the Common Council's ordinance record.
